Current job: senior ServiceNow consultant , just got raised, mid to big consulting firm, mostly government job, opportunities to become manager

One of my former client ask me if I would join them as contractor for around 160-165k
Job offer: 2 year contract each year has a chance to turn full time, with benefit , mortgage insurance company

What would you choose and what else would you consider?

He also exhibits stalker like behavior by looking up my family online (addresses, emails, phone numbers, FB/Twitter accounts, you name it) and driving by my house and commenting on things I was doing during the weekend or after work. I’ve had radio silence from a small investment bank for about a week now. I’ve completed several rounds of interviews, but last Thursday the firm reposted the job I’ve been interviewing for.
