Id say business operations. The CM CoE has to own the comms strategy, can define the template, the key messages and even co-participate creatively but the implementation should be with either a MarCom team or business ops. Honestly it won’t be a difficult task in months to come - all thanks to different AI tools.
Saying it won't be a difficult task is a bit overly simplistic of both AI and communications. AI can't give you anything that doesn't exist. It can't think critically, customize, or innovate. And it doesn't prompt users to do so either, quite the opposite as this response even demonstrates. It's a tool and like a word processor, CRM, or Google it will have a big impact on productivity, but let's be real about what it's actually able to do. I work in tech and while companies have to sell their product, it's a little sad to see how easy it is to see people eat up whatever they communicate as gospel in this area. And the irony of that in this context is funny. So, Communication is more than a collection of words or information. Anyone who even dabbles in internal comms, PR, marketing, social or, advertising can attest to that. It's psychology, influence, negotiation, the tone, the voice used, grammar, relationship to current events, and cultural norms.
You know your org best, but some things that might help you make a decision qnd convey the reasoning...These are usually two different teams or atleast different roles on a team because the scope in terms of business need and level of effort is so different and broad. Typically organizations go with the larger remit for general/internal communications. CM teams are primarily focused on a defined scope or specific initiative and are not there to support general requests. They have their own comms teams that can deliver comms for that scope or work with the business ops comms where it makes sense (e.g.,to align on an approach that impacts the entire, distribute through a certain tool due to financing, etc).
Depends on your design criteria and what you can maximize in each option
