Give them something to create and own, if you want them to be robot distributors, you’ll get low engagement. If you involve them in creating the approach or method to distribute, that might help- rewards and recognition help too. Think about what’s in it for them to help you - at the moment it doesn’t sound like much..

Are they officially signed up, e.g. does the role have sone kind of sponsorship in the hierarchy? If so, copy them into an email with the sponsor, praising them fir their input to date, and talk about what's happening next with metrics of interest to the sponsor, suggesting the change agent had cool stuff to roll out. Advertise to the business unit they are going to do something. Effectively create an expectation from their peers that there is something that they will do, with a round of applause waiting for them when they do.
How are you tracking engagement?
Gamification
Do some googling. You want to create rewards /badges / leader boards for behaviors or activities you want. Attending meetings, presenting talking points, leading a brown bag session. There are software solutions that can support or you can track manually
For the materials that you are "sharing out" are they UGC? I have seen considerably higher engagement by co-creating materials/use cases with advocates in the business units. Since you have a cross-functional change network it may be time to leverage their perspectives
