What pays more for a designer, in-house or agency?

I’ve been an Admin Assistant for 5 years with the last 2 in a government. I have worked hard to get here thinking this is what I wanted. Now that I’m here, making 40k CAD/yr. I feel like I’ve hit a glass ceiling and I’m desperate for more money and responsibilities - my job is way too easy. But not many opportunities for growth. Any suggestions on where to go from here?

I lead PR for all of U.S. & have no other PR colleagues. My agency’s budget is 100k/year & they’re spread too thin to hit their KPIs. I feel set up to fail & feel we should be focusing on a handful of SMEs and only our sexiest topics. Any advice on mitigating unrealistic expectations for coverage? Anyone handled similar problems in the past?
