In that case, the company has created the low morale. They're tired because the new structure has exhausted them. If you want to boost morale, get them together to hear about the reality of working in the new structure, discuss how they can support each other, and take their suggestions for what the company can do to support them. If you just tell them to work harder / smarter, they will buckle or they will quit, and you will be left with nothing.
Update: seems as though a few weeks into our restructuring that the dust is starting to settle and people are calming down. 3/4 people are doing better and seem to have better attitudes. They r working well for now and the 4th one is taking some time off (their choice) to regroup.

The low morale was from their former team of being over worked. They were promised extra help and never got it. We just had a reorg. They are not dealing with change well and were told they would be doing multiple duties, similar to their former team- they fear they will be stretched thin again.
why are they performing low? what did your predecessor? Perhaps a lite time outside the office or work environment with one or two team members will clarify what is going on... Situation like this, in my experience, are most probable caused by a poor management rather than employees... good luck and keep us posted... hate when you not know how things ends... or progress... have a nice day!
I agree- it was a previous management issue, even a couple levels above the employees manager. Help was promised for 2 years, but they never got it. They were all sick and tired of working 12 hour days. They r just burned out.
Fire them and hire a remote team of younger, more energetic ppl. Much easier than trying to change the morale of employees who don't like working at the company anymore.
And definitely easier than trying to ask the company to hire more help.
