If it’s not required I normally wouldn’t bother
I typically include a cover letter if there is a space for one for jobs I am highly interested in. I personally wouldn’t mention why I am looking to leave in a cover letter; I’ll keep that for the recruiter screening if it comes up, which it likely will through questions like Why are you looking to move, etc. etc.

My fear was that they’d use one of those “ai detectors” and screen me out based on that
Companies use AI to screen out candidates who don't match the job description. Then a junior HR person will look at the remaining resumes, and recommend 5-8 people they think the Legal should consider hiring. More than 95% of the submissions will be filtered out before they reach someone at the company who passed a bar exam.
A cover letter gives an applicant an additional opportunity to spike his/her file full of keywords that match the parameters that were used to train the AI. It doesn't matter whether or not a human ever bothers to read it; you want the letter to get you past AI gatekeeping.
