When do we find out our new compensation? How do I avoid my AIP going into my 401k bucket?

I'm currently active duty Navy, with 6 YOE in cyber threat hunting/threat intel/SOC roles and 14 years total service. I'm in the beginning phases of looking for jobs between Sacramento and the Bay Area, or remote options. I see tons of opportunities online but I don't quite know where to aim; what level of seniority are veterans with similar experience? What salary range should I be asking for? I'm about 70/30 wanting to NOT return to government-related roles, but do have an active TS with poly.

What would be the salary for a data analyst in Quebec with 3-4 years of experience ?

Team just applied for a TS Clearance (defense agency). Trying to assess if it makes sense to wait till the clearance comes through (6 months to a year?) before I job hop. I'm hoping to get some clarity on the following:
1. Can my company withdraw or cancel my clearance if I leave right after I secure a TS?
2. In terms of compensation, how much value (% compensation) does a TS clearance have in the DC area? Places I'm considering: AWS, Azure, GCP, Data bricks, Appian etc.
