I've wondered this too. I think it's mostly about them hitting outreach metrics. Sometimes they’re casting a wide net, but other times it feels like bait-and-switch to fill less desirable roles.
Some recruiters just seem to blast away with their approaches and I always wonder if they're trying to hit a quota. I once heard people saying they got a lot of emails from recruiters as the end of the month came closer, so that seemed to be a tell. I think the best approach is to make a mental note of the recruiters who are coming close to spamming you and avoid dealing with them. Their approach doesn't seem too promising.

In what sense do you not meet the requirements? Some jobs are flexible about years of experience if the general experience is right. Also some jobs the posting is a wish list and if you meet half that is good enough
