Why does Accenture deduct employer share PF contribution from employee's salary? I haven't seen this happening in any company. Isn't this against the law?

Teradata : 10.5 Fix
Accenture : 11 Fix + 21% Variable + 60K joining Bonus

Which one is the best suitable for my experience.

Deciding factor :
1. WLB
2. Compensation
3. Yearly Increment
4. Promotion
