All the RTO stuff is coming from higher up. One of the reasons I've heard for this whole push is that it's a way to trim headcount without resorting to layoffs. It's very cynical, but it makes sense. Some employees will choose to leave voluntarily, others will have no choice because they live far away from the office they're expected to report to.

I think a lot of it is upper management wanting more control. If the office is in a lower cost of living area, it could also reduce the chances of employees wanting a lot more pay. For example, a remote worker from CA is going to want a higher pay compared to an in-office worker commuting into Dallas for work every day.
My office shifted back to in-office this year and management tried to tell us it was because it costed the company less money to have us all under the same roof (internet, supplies, etc...), but it makes no sense because I'm sure we'd all be willing to pay for our own office needs to stay remote.

I am so confused as to how it would cost them less to have staff working in their offices?!
I have yet to figure that out because it makes no sense to me. Your people are happier working from home and you don't have the overhead costs, sounds like a win win situation to me. I don't know why there was such a big push to go back to the office.

I am totally with you there. My work we get the choice and the majority of people do 2-3 days a week in the office and the rest at home. When given the choice for a bit more freedom it definitely does make us feel more respected at work! Also it creates an environment where we actually do want to come in to the office a few times a week by choice
