Always better to look for a job while you have a job. Job searching while unemployed, even with severance and UE benefits, is infinitely more demoralizing. That said, don’t jump at the first offer unless it’s worth it.

I would take the severance and take my time looking for my next opportunity.
Job market is really bad right now. Im ex deloitte and have been looking since january and still haven't landed anything. It takes a while so definitely worth for u to start looking
Trying to dodge layoffs is pointless. They’ll happen in both big companies that are “doing great” and small companies that are circling the drain. It sounds corny but it’s better to always keep your options open, keep your network warm, keep your resume up to date and always be looking for some new skills to add than try to predict which companies will lay off who and when they’ll do it. You’ll drive yourself mental.
Have you done the math to figure out how long your severance pay will be if RIF'ed. Sorry, assuming you are federal. If it's for at least 2 months you could wait unless the layoffs are going to flood your market.
It’s better for you to start actively applying.
