Depends on the reason they declined.
Nope
Depends...if they were a great fit and had a legitimate reason for declining (family changes/challenges, visa/sponsor issues, etc) that changed when they applied again I would. Even if they turned down our offer for something they thought was better but realized a year later it wasn't, I probably would still consider especially if they handled it professionally and well.
Maybe. Depends on why they declined and how they handled it. People sometimes make decisions and they don’t work out or whatever…doesn’t mean they wouldn’t be a good hire. They might be better the second time as they are grateful for another chance.
I was on the other side - I got rehired because my first decline was to pursue academia/a Masters, not for another company.

It’s all depends
It depends - people decline jobs for different reasons (time in life, wrong level for them, want a different experience, etc.). Ideally you want the best candidate for the role when they are ready.
