Would you refer someone to a job you hate just for the bonus? I found out a friend only referred me to a super toxic company because they have a $10k referral bonus for engineers who stay for 6 months. He knew the place was a mess. It’s hard to trust anyone’s honest opinion of their workplace when there’s a five-figure incentive attached to it.

If they were qualified for the role and if they weren't going to be on my team, sure I'd refer them. If it truly is a toxic environment and not just one disgruntled employee's opinion, the right thing to do would be to alert the person being referred, but if they're out of work there's a good chance they'd take the job anyway.

Always down for referral bonus as long as the person I know doesn't suck. Even people I haven't worked with, like one person from highschool messaged me for referral, I never worked with them but I didn't have any negative experience with them so I put in the referral. On the other hand, I worked with this guy who was shit and did crappy work, he asked for a referral and of course I didn't refer him.

If someone asked me for a referral, I might be open to it but would definitely inform them of my thoughts / experience ahead of time.
