Does EY offer joining bonus for exp hires when extending an offer? Or should I be negotiating for that?

When is the compensation discussions at EY supposed to occur? Have not gotten any indication when this will happen in my office yet.

Offer from EY for 105k as a snr 3. Currently been at level as a consultant for almost 1 yr with current base at 82. Going from no travel to travel. Any chance salary will level out at end of yr raise?
