No, most firms have good bonus plans but in this economic environment the reality is the firms are either paying on the low end or no bonuses at all.

They can say anything they want about a bonus, but it’s not guaranteed. The person talking about the bonus may not be the person deciding the bonus. You say your are barely getting anything now, so you will still be barely getting anything but also be at the low end of seniority if they have to get rid of people.
Yes, if it's better incentive and youre not losing anything in terms of salary increases, decency of your boss, work life balance, other benefits etc. If incentive is the only difference and you have a decent boss, some stability, you like what you do and who you work with and dont feel like you're being undercut pay wise, I would stay.
Only if it's A&M, otherwise the bonus will not be worth it.
A&M underpays salary but overpays bonus, so if you're OK stretching what you get until a year or so later when a big drop hits (and working very hard for it), that's the place to be.
