Can’t comment on your core question, but I’m just curious- why would an organization hire a resource in US, pay them in USD, and then let them operate from their home country/India?
Won’t it be better to just hire/align an offshore resource for that project?

Each of EY’s company is a separate entity and they don't want to subject that entity to Indian taxes or employment law
It's not only EY that do thar. Many companies do so due to the tax issue. It might be different in big tech since they are more flexible.
Corporate/business tax reasons, liability/responsibility for reporting as it relates to the employee’s personal taxes, compliance with the LCA and workplace attestations made in the H-1B petition, etc. There are a lot of reasons. Many companies are playing fast & loose with the rules during the pandemic, operating on the “what’s the real likelihood anyone will find out and surely this wouldn’t cause that big of an issue” mentality…. But many more companies, the more prudent in my opinion, are still playing closely by the rules. Just keep in mind: The more risk-averse your employer is when it comes to following the rules, the less likely there will be any red flags that appear on your future green card process and the background check that is part of the green card process…
