When is a H1B eligible to initiate H4 ? Also what's the suggested time (when) for such initiation? Please help

I got selected in the third round of H1B lottery for FY2022 (third round came out in November) Does anyone know when my H1B gets activated? Will it be automatically updated because it is well past Oct 1 or will it be Oct 1 2022??

Moved to Canada on a work permit but recently got my PR approved. It’s been a 4 month wait to get the actual PR card and I have a family trip coming up soon. I’m currently in a lease admin type role, in commercial real estate. I make a base salary of $50.5K with about $9k in bonuses. I’ve continuously received 7-10% raises over the last 3 years. I anticipate getting a promotion this year and would like to get closer to $60k for my base salary. I’m the only person in my role at the company and have been a key person in developing our team as we look to expand. Is this unreasonable? Is there a normal increase given with promotions? While applying for visa my company quoted 80K as compensation. Now they want to reduce it to 75K.
