This isn’t specific to Publicis but just my general freelance experience: Are you being paid w2? I know when you’re w2 and classified a certain way (forget the term, something like temp contractor or contingency worker) then there can be limits to the longevity. If this is the case, see if you can be onboarded as a 1099 vendor instead.

I believe the rule is around 1000 hours worked in a year with no real break. It's a law or regulation meant to protect workers from being strung along as a contractor with no benefits vs being an employee. It could potentially be solved by a break of 2+ weeks, or the agency could interpret it as the following year.
Also, I believe if you’re hired through a staffing agency, that rule doesn’t apply. Because, they’re paying the staffing agency, so technically you’re not working directly for the ad agency.
I'm going on month five through a recruiter if that helps provide context. Apparently there's a new rule within publics about limiting contractors to five months which seems so random
They only instill term limits when they don't really value you. There were unneeded freelancers in my department well past any so-called "term limits."
