Pretty specific conditions here regarding your health stuff...
But as a public accounting hiring manager I can say I personally would question your motivation. Without an explanation (which you may never get a chance to give if I only look at your resume) that would look to me like you couldnt handle public accounting and left to go do easy stuff for 2 years before realizing you want more money. But then Im thinking you want the money back but still want to work like youre in those easier roles. And now you're skills are 2 years stale.
Im probably passing on your resume unless you have a recommendation from someone I trust when coming back.
The health insurance stuff Id say you just go buy a policy from the marketplace. But i know nothing of how preexisting conditions would play in.
Plenty of reasons? With the lack of talent pool, pretty much any firm would allow a good manager to go part time ( especially for health reasons) before losing them.

Im not saying theyre out of the running. But its not gonna be like they never left. And depending on other candidates at the time, yea, I may not even talk to them if Ive got a bunch of alternatives with fresher public accounting skills and all else equal.
OP - how would you find contract jobs? I'm thinking about doing this.
You can buy health insurance from the marketplace. But there is a lot of factors determining your monthly premium. The cheapest one will have high deductible
