If you have the chance to submit a cover letter it makes a lot of sense to do it. You can highlight things about yourself that may not be apparent in the sparse resume format. The point is not to repeat your resume, but to add something to it, and perhaps show some personality. If someone reads it, the cover letter could help you, so you might as well take advantage of the opportunity.
I would if they give you the option to. It shows initiative and really shouldn't take much time to write up with Chat GPT. It could end up being a waste of time, but if it gives you even a slight chance of standing out, why not do it?

A good cover letter will never be held against you, but you may lose out if you don't include one. Some hiring managers still absolutely expect them.
