I would suggest focusing on retention so that you can retain good employees. You will then be able to focus on workforce planning with leadership and stakeholders. However, if there is always constant hiring you cannot plan for the future.
How would you define the infrastructure and processes that your departments work within? If it’s loosely defined with lots of variability in how outcomes are achieved then that could be a problem. Yeah the flexibility is great in the short term but it has its downsides too.
You have organizational development goals or no? Hiring for today v long term- workforce planning says silos are happening. The business objectives & strategy isn't being discussed among stakeholders- HR-leaders who conduct job analysis & talent acquisition planning with HR Business Partners, developing job descriptions that match future needs. What about developing current talent- for tomorrow's goals- where the company is looking to go?
Long term my workforce plan is to hire for our most entry level roles, and develop our people as they move up through the org. That means long term workforce planning isn’t as much a hiring question as it is a development and retention question. I have a strong bench, so if there’s an immediate opening that isn’t entry level, someone internal is always in the consideration set. It’s also cheaper for me to promote someone into a leadership position than it is to hire externally as well.
