I think it comes down to the goal of the MVP: get it into users’ hands fast to validate. If you're delaying launch because of small tweaks that don't affect the core functionality, you're likely overengineering. I follow a simple rule: Does this version solve the core user problem with minimal fuss? If yes, ship it.
To a large extent, an MVP is often about functionality.
IT allows users to validate your idea which is primary intent of your “WHY”. If your MVP ain’t solving the problem of its target audience, then scale down on implementation to get it right and also utilize that avenue to get user feedback on what their pain points are, evaluate its priorities and viability in line with the organization’s goal, then re-ship it…..
Once this is achieved, then you start considering UI implementation that aligns with the future of the problem the product is solving.
Very good question! With experience we acquire that wisdom. Measure user feedback. Don't add bells and whistles. Ship fast and often. Use resources optimally. Do good user research at the start. Simplify and Minimize to essentials.
