I would say….
Lancaster / Strasburg PA. Probably 2.5 hours drive without traffic. Kids love it and a DC kid would feel like they’re on another planet. If you go in the fall there are so many corn mazes / orchards / things to do. Strasburg has a cool railroad ride.
Shenandoah NP would be cool - could take her to the luray caverns. All kinds of nature.
For a longer drive, try northern outer banks. Duck NC has a zillion kid things. Kitty Hawk has the Wright Brothers museum as well.
Another longer drive - Asheville NC. All kinds of cool things there for the adults as well. Best in the fall, could go horseback riding. Tons of free activities around the community.

9 year olds are too young to vaca alone. This is child endangerment 🤪
Maybe Philadelphia? I enjoyed my time there and feel like it’s family friendly/kid friendly. If she’s into history there of course historic sites and museums. Can get a Philly cheesesteak. Go to the art museum and climb the Rocky steps.

Shenandoah national park is beautiful if you like camping or just renting a place and connecting with nature
