CD needs to get that info from the ECDs and relay it to you. That’s their job.
Can you share generally what the reasons were?
I would be careful with challenging the reasons (which could come off as argumentative and hurt your case). You might consider meeting with cd and discuss/understand in more detail, set concrete goals and check in in 6 months. Key thing to understand is - whatever the reasons - even if it’s not objectively true or true to you, it’s true to the person you need to convince to get the promotion. So over those 6 months May want to focus on building relationship with those ecds.
Or, more likely/easier way to get a promotion in advertising: get an offer from another agency. This forces a timely decision. Or you just take the job.
Some of my cds are loyal to a fault. They try to promote too many of their people. That’s not realistic in terms of business model/finances. I can only promote so many people because of the raise pool.
They also aren’t critical enough about people’s ability to do the role. And that’s easier to see from a different altitude.
But asking about it, trying to hit the benchmarks they gave you and making it clear that you want it makes it much more likely you’ll get it on the next review cycle.
Also, senior AD is not so senior. I bet you’ll get it next time if you make the effort.
Likely billable rate goes up and budgets are tight.

From a dumb and naive junior: Sometimes being honest is best. Just ask what they’re looking for specifically for in a senior role and what they expect compared to what you’re doing. Talk within definitive actionable things. I think asking questions is very powerful.
