Need some advice/info.

Does ATS simply scans for Keywords/"JD Resume fit" and gives a shortlisted candidates list
OR
If Recruiters do it manually, what are the most important criteria for you while shortlisting candidates for an open position?
i.e YoE, Skillset, Notice period etc.?

Asking this because, I'm trying for new opportunities since 4 months, but resume not even getting shortlisted. I've added relevant keywords, metrics in resume.
