I haven’t read this white paper but I would bet money I know what it says: it says that simple changes to the procurement process could cut spending by up to 40% in less than 2 years *on a small subset of stuff that SOCOM buys*. Not on all stuff the DoD buys.
I’m sure there’s simple ways to take lots of spend out of SOCOM buying COTS tactical gear or flashlights or whatever. There’s no magic lever to take 40% out of the $12B an aircraft carrier costs, or the $70M an F16 costs.
There are too many people in the US military that think of it as a jobs program. It’s not. The military doesn’t exist to give otherwise unemployable middle aged people someplace to hide for 5 years while they ride the clock out till retirement with a lifetime pension and healthcare. How many officers do you see retire, draw the pension then start immediately doing the same job they had as a DoD civilian? Every program office in the military is triple staffed between an incoming officer, an outgoing officer, and a civilian deputy.
There’s too many billets in the military that just don’t need to exist. There’s too many people in uniform that aren’t warfighters or in direct support of warfighters. We can cut a lot of people from the US military (and backfill some with civilians) whose absence would increase, not decrease, the effectiveness and lethality of the force.
I mean they just have a quota, and can turn the knobs with signing bonuses. The bonuses varied greatly from year to year since 9/11.

Yes, but we’ve been at peace for a while now so it makes sense. Peace time military life must be a nightmare. Fire up a new conflict (for the love of freedom not that goat herder stuff) and people will answer the call.
