Any HOA for the most part should be enclosing the reason why they are charging you extra fees? (Depending on where you live and the documents you sign, a proof might be optional.)
1.) When you call them, mentioned that there might be an error with your account because you see fees? (The innocent approach)
Mentioned you were never notified about the incident in questions about these fees. Ask for copies of the why and the who.
2.) If the same person is submitting these fees I would suggest filing a police report for harassment. Lawyers like this because this provides ammunition to the case.
3.) If #2 doesn’t make any changes contact a lawyer that specializes in these types of cases.
(You will most likely win and won’t be fine with any fees related to your pet.)
I had to deal with a similar situation and had to lawyer up and won the case but the lawyer took it a step further to allow pets to go to the bathroom anywhere as long as the owner cleaned up after their pet. Evidence must be provided with the fees.
