No I have picture rail and give them a pack of hooks when they move in. $100/nail if they hang anything.

You mentioned townhome - is there an HOA? As long as the HOA doesn’t have limits, I wouldn’t as a landlord.
Did you do a move-in checklist? My expectation is that all walls are in a similar condition to how it was on move in. IE: I don’t care what you hang or mount on walls, but you need to patch any holes you made before you give me your keys on move out.

Yes. I don’t mind if the paint doesn’t match 100%, but I do mind if it looks like Stevie Wonder did the drywall work 😎

Not a LL but my last apartment didn’t charge us anything for the things we mounted or hung and they were cool with us doing it ourselves. It was a luxury apartment and had decent property management though. We had put childproof latches (for our cat who can open doors) on various doors and removing one took a chunk of the wall out and they still didn’t charge us. They also gave permission to replace the doorbell with a Ring doorbell as well.
They’re going to literally live at the place full time. Yes you should let them mount a tv and hang up some pictures.

I have no issues. Just asking who is liable for damages if they drill into a water pipe.

I think my lease says they can hang one thing per wall. If they nail into a pipe they are liable and when they move out it needs to look as good as when they moved in.
I suggest them to use 3m hanging strips for pictures. If it's heavy or a TV, they can mount. I would rather do the patch up myself because I know I'll do it right and not have to redo a shitty job.
