I think Toronto fairly tolerant of different accents and backgrounds but consulting does require good communication skills - doesn’t matter if you do that with a French accent. I had a colleague from France once who did just fine here.
Are you French or Canadian?
Montreal will be your best shot. Having said that, Toronto office might expect you to speak in english with your clients here
It’s also important to adjust for the culture, French culture is very direct compared to Canada which can come off as being rude.
Definitely more passive, not sure I’d characterize Canadians as passive aggressive as a whole. Also a lot less rules based, lots of immigrants for example think a 9-5 job actually means you work 9-5, but in practice it’s more 8:30-6.

I am a french speaker in Toronto and never had a problem.
Now, you have to be realistic about your accent: is it "Juliette Binoche"-style charming french accent or is is "François Hollande"-style slow-motion babbling 'zat no wan els can unzertand?
I used to work with a French speaker whose accent was so bad I could not understand 100% of what he was saying in English (I don't even know how non-french speakers could possibly understand him).
Toronto has a mix of many accents: Hindi, Mandarin, Philipino, Arabic, Persian, Spanish... so the person you talk to will likely have their own. The key is to be understandable. Condescending a*holes exist anywhere and Toronto is no exception, but here it is generally considered extremely improper / politically incorrect to mock or act on someone's accent.
