I’m currently in the process of being converted from contractor to permanent. In my initial conversations I was under the impression that I was in a different pay grade and asked for a salary 25k higher than the max allotted for my position. I feel like it gave the impression that I don’t know what I’m doing. Any suggestion how I can recover from this?

My company has started my I-140 application. The first stage is complete - got my prevailing wage approved. My HR recently told me that during the next stage (advertising for the role and PERM), my salary cannot be changed - no hikes or raises. Is this true? I received an offer (28 Lakhs + 3.9 Lakhs incentive) from Novartis for Sr Project Manager yesterday. This was just 13.6% more than my current earnings as Project Manager. I've given the reasons why I deserve at least 30% to HR. In response to that, HR has sent 2nd offer i.e. 29 Lakhs + 4 Lakhs incentive + 50k sign-on bonus. The 2nd offer is just 18.2% higher than my current earnings. Need your suggestion, if I could still negotiate with HR to finalize deal by asking for 25% hike?
