I don’t think so, H1B visa holders are residents, that’s how we file the taxes. As long as we are able to produce Drivers license or proof of US address, H1B visa holders should be exempted. New fee is aimed at people who don’t contribute to US taxes.

You can use your regular driving license and pay same fees as citizens will pay. These fees are for non residents and I am absolutely in support of these fees. We pay taxes which funds the billions of dollars that are required to maintain these beautiful parks. Every country have steep tourism fees.

Just wait till you have to pay fees as an H1B holder stuck on a born in India endless wait while GCs and USCs around you aren't as much as you hope for quality of life equivalence with them. If not the national parks, there'll be something else. As it is, you are paying a ton of fees like driving license renewal every 3 years, forced air travel and possible logistics costs to Hyderabad / Chennai for stamping, etc.
While I do agree that these fees are not unjustified, no first world countries are distinguishing entry tickets based on your passport. Those countries who do that are usually those who aree poorer and rely a lot on foreign tourism to run their economy.
