“Directions for an interview” - that alone can be a turn off. What were the directions? Show up prepared to answer questions with your camera on?
Or do free labor/work and present it to us? (Not a great candidate experience)
It doesn’t sound like they want to move forward and are over it. Not sure why you would want to push them forward either. They could be a fine coworker/teammate but clearly not for this team.
You may consider refining your recruitment process a bit. If one candidate found an issue with it, perhaps others will as well. If you can provide more context, it would be helpful in trying to make a more accurate and informed determination.

What directions were the candidate given? That context could help provide more thoughtful answers to your question.
However, thinking purely surface level here, the reason we interview candidates is to try to determine if they are fit for the role. That includes hard skills and soft skills and, in this case, with what little context has been provided, I wouldn't move forward with this candidate. A great rule to follow is that when someone shows you who they are, believe them.
It's odd a candidate would not want to complete additional steps for an interview. What were you asking them to do? Perhaps they were disengaged or found the process to be unsatisfactory. Why would consider them further if they don't seem interested in continuing.
