Well it depends on what "one thing" they're missing. Is it a soft skill or a technical skill that's critical to successfully doing the job? Is it something they can learn on the job? Skills can be taught; usually attitude and how they treat others cannot. So don't pass on someone over something they can easily learn and be successful in the role.

An additional consideration - what is the urgency of need for that particular missing skill? Do you have runway to teach it? And do you have individuals with the knowledge on the team to teach it to them?
