I did that once, but I was leaning towards one offer more than the other. You do have to be careful with that in this market. It could easily nuke your chances from both.
Your family member no doubt handled that deftly. Depending on the timing, and perhaps some other factors, that can be a dangerous game to play. In today's job market some hiring managers may simply rescind an offer and move on to the next candidate.
I have, yes. It’s a bit of a dance and if a company doesn’t want to play they don’t have to.

Yes, it worked well. You have to be respectful about it.
Not unless it's genuine. If you genuinely want to lower paid job but desperately can't not take the higher offer, typically I tell the employer, i'm so sorry this was the opportunity that I preferred but practically I am accepting the higher paid job. I've never had anyone counter offer but I'm also in a much lower class for lack of a better word.
That’s a dangerous game some companies don’t want to play that and there’s risk

It can be tricky to do depending on timing. I had one situation like this earlier this year but one company only gave me two days to decide so the timing didn’t quite work
