Whether you speak or stay silent, you will regret in both scenarios.
9 out of ten times I report it in some form. Toxic people rely on silence and rely on the toxic system to protect them by firing complainers. But eventually the complaints add up and they eventually do something borderline unethical.

I try to look at it from this point of view. There are things people say and do to others. Regardless of the behavior or no matter how toxic or unprofessional some people can be; I choose to take the high road and not allow myself to reflect or mimic the same behavior. It's ok to be assertive at times but always try to handle things with tact and respect. Don't lower your standards.
It really is sad but sometimes it's necessary to report and be prepared for the inevitable outcome of being branded if you stay and or possibly have a tarnished reputation. I will not back down on work practices that are illegal, or discriminatory. If you have the documentation and evidence to support it just be careful. I've set my career back years over principles that I won't cross. You have to be prepared for a long hard battle where the business and its employees will try to protect themselves first and not you even if you think HR is there to support you, they are only to help report and provide another legal avenue of defense for the business. You are only as strong as you believe. It's a long hard fight everyone will try to brand you. Be strong and be ready for a process to drag on and they may try to constructively discharge you in the process. Any rules violations and actions that start being documented for your performance and if you work in an At Will employment state. Consult with a legal service first, many provide free sessions for cases like this. Hopefully you will have the courage and guidance in making the decision.
