Hello fishes.
I was reached out by a Microsoft recruiter yesterday. And I told not interested in the position. Now I feel little bad may be i should have given the interview. Can I reach out to the recruiter again ?
PS: it's been only 6months since I joined in the current company

I interviewed with Firm A months ago and accepted a position to start this upcoming fall. Group leader called me to offer the position back in November 2020. Besides interviewing with partners at the firms, and diligent follow ups notifying them of my interest to get started, no communication has transpired since.It turns out that I accepted a better offer w/ Firm B for personal reasons and won’t be going to Firm A. What is the best way to notify Firm A? Call/email group leader? Call/email HR?

Have you checked Upwork? Not sure if you can specify location, but that's where I get most of my freelance gigs.
Unfortunately it's kind of a numbers game...and you have to be on top of it quite a bit. Once you get some good jobs on there (sometimes start lower than you want to) then you will show up in employer's feeds as a good candidate and get offers and sometimes those come your way. Also, some people are willing to pay more if you seem like someone they really want, so you can always quote higher.
For what kind of roles?
There might be some stuff on Linkedin too! Or Indeed?
Maybe look into US based companies with branches in Canada?
