Company y offered 11 LPA

I want to join company x more due to their tech stack, culture etc. It's also an established product based company while y is service based.
How do I initiate negotiations with x? I have plenty of time left in notice, but x also requested to join early (if previous company releases, with buyout+bonus) for which I have discussions next Wednesday.

I’m a designer in the planning/landscape architecture dept. of a CE firm. There don’t seem to be many regulatory roles open, would the roles be called something else in other orgs? For reference, I’m a consultant with 5 yoe in RA roles and 8 yoe in healthcare generally.
