If you are not getting the opportunity or experiences you desire then your employer does not care about your engagement and only about production work to make money and keep higher ups happy. I’d likely look for opportunities elsewhere. This happened to me my first year after college.
This is such a common challenge in our industry. I agree that site experience is invaluable to improving your design! Good offices know this and will invest in you to get this experience.
I suggest that you propose helping or shadowing a senior designer during construction - maybe five hours per week. This would be above your full-time project responsibilities - so work five hours overtime drafting per week. It demonstrates you are serious about starting to learn, should not be any expense to your employer, and starts gaining skills and building trust. Hang in there!
I would leave. Other firms would want to grow your experience. If your manager cared, they would budget time for you on the next job so you can get experience. Field experience enhances your ability to design and solve problems.
I would seriously consider a new job and work on getting my licensure to move into a role that can help at a greater level at your work place. Hopefully this helps your situation.
