What if promotion takes 2-3 years and by getting current company to match you're essentially decreasing the switches and you can then get hike on that? So you won't wait around for next promotion and get say 40% + 40% hike?
They are just stalling until they get someone to replace you. Please move on.

You have to check if work culture is toxic in your project or in the company itself. If company itself is toxic, then you should move on and be happy to move on. Never let toxic work culture trouble you mentally & physically. Remember we need to work for a long time, so mental & physical health has to be cared for
