You need the economics to justify adding a partner, not just your capabilities. Lots of existing partners did not make their numbers so an SL needs some economic justification to adding another one.
Also the MD path is just more laps as an SD, zero benefit IMHO
I’m a manager going for SM, not going for PPMD, and our SL usually promotes people right on the 3 year mark. I just wish they would be honest with me.
Local Partners make recommendations on promotions, but there are other higher layers that also assess resources on a practice level. Sometimes service lines might not have the slots to promote everyone that was recommended for promotion. That could explain your line Partner not being in the loop on final determination.

Always conspiracy theories. The reality is, the PPs you work with can support your promotion and leadership above them can say no based on business needs. This is why there are messages from leadership re: utilization, pipeline, etc between Jan and Apr so they can see where CY results are headed and what next FY’s pipeline is looking like. The good thing is you’ve been through the process once, you know you have support, and you know what to expect next year. Not everyone makes it in year 1 and some people go up multiple times.
Line partners are middle management. They have input but ultimate decisions happen at the SSL / SL level and your local CCL leader will have the most direct input. As far as why or why not the promotion didn’t come through, different SLs / SSLs handle promotions differently from what I’ve seen. More common to see people held back from M/SM based on “business case” in tax and consulting where the other SLs tend to promote to those ranks based on individual readiness
