I had given my Hiring Manager round in walmart 2 weeks back. I got a call same day stating that I've cleared the round and asked to share few documents and expect CTC over email. Even after two weeks there's no response. Should I be concerned?

I got an offers from two companies in flat steel products for Pune location.
One company is startup company categories under dealer based on e-commerce
And one one big brand company but they have started new divisions for e-commerce flat form

Which one should i choose? ( work life balance/ stability/sustainability/growth)

I have cleared all the interviews for Walmart and salary negotiations are also done. A month ago the recruiter said that they are waiting on some approvals and once it is done we will be issuing the offer letter but I haven't heard back any other update since then. Am I getting rejected or is it normal to be on hold without any update for a month at this stage?
