Something you should always keep in mind when creating a resume is that where most people fail is not utilizing enough of the same exact keywords that are in the job posting that they're applying for. When creating your resume, make sure that you're tailoring it specific to the job posting you're applying to at the moment and you can do this by reading through both the job description sections and the requirements section and pull as many of the words that you can out that of those two sections and sprinkle them into your resume as best you can without falsifying or lying on your resume, obviously. I can always embellish a little bit but just be prepared to back up any and everything you have on your resume.
I’ve worked with a lot of candidates in similar situations and the key was really just framing their background in a way that made sense for the role and got through the ATS. Focus on what you actually achieved in your past roles—quantify wherever you can, and make sure you're using keywords from the job description. Sometimes it’s just about repositioning what you already bring to the table.
You've got a great mindset, OP! Your resume has to provide a company all there is to know about you (related to your career field), along with ensuring you stand out against the competition. Have you checked out resume samples for the position you're applying for?

another question, do I put the short term jobs I had to pay my bills while waiting for the actual job offer I want? How would this affect me? For example I worked for CHP Dispatch but after training I realized it is not a good fit for me such as the stress level and being confined to an office 10 or 12 hour shifts. I passed a FBI background investigation, I am sure when I apply at other jobs this will come afloat, therefore, I should include this one for sure.
