I'd just be honest with them and say that you really like working there but have received another job offer that seems to good to turn down and see if they'd be willing to match it. The one thing is that you need to be prepared to leave if they aren't willing to match or bring your salary up at all since it shows you aren't a priority to them.

I think it depends on the market, but in general, what I have read is that you don’t unless they are actively hiring for a role you want and it is a promotion.
The idea is that if they aren’t hiring for that role, they don’t think they need it. If they don’t think they need it, how long do you expect them to keep you around, doing something they don’t think they need? Will your new role really be all that different? Will you be supported in your new role?
If you’re not getting a promotion / new responsibilities to stay, what benefit does staying have for your career? What makes you think they won’t be sure to include their most expensive resources in any future layoffs, especially those who have demonstrated 1) they can get another job offer if they need to, and 2) they aren’t particularly loyal or committed to the company?
So basically the conversation is a simple one. You apply for the job / network to meet the hiring manager. If things do not rapidly proceed to promoting you, use needing to respond to the offer as a way to accelerate the timeline. If they won’t, then they aren’t seriously considering you — not to the extent that it’s worth losing out on the offer you have. If they are willing to accelerate the timing of considering you for the role, then you’ll have your answer from them before you need to respond to the offer.
And if you’re not looking for a promotion and just a pay increase, just take the offer and don’t look back.
