It is my understanding it is the employer’s responsibility to obtain it for you through the thorough enhanced background screening process including fingerprinting. You have to be a citizen to qualify in the first place.
Usually you work at a company and then at some point they put you on a project where you need one. Then once cleared it is yours and follows you from place to place, provided the company you are at renews your investigation periodically. This is why you see the postings looking for already cleared people. It is certainly not easy to come by.
These are all correct. I’ve been cleared for 15+ years now. You can either have one from being prior military or government service, or get one thru an employment at a firm/gov contractor. They pay to manage it in house. Then it stays with you from place to place.
That said, I’ve gone back and forth from DoD to commercial to federal to commercial and now back to federal. A TS (I have TS/SCI and poly) clearance is only good for 2 years post-last use if you leave the system, so getting back into the system is a need or it will expire entirely. A Secret is less. A adjudication period for a TS is 5 years and a Secret longer (may be 7) for reinvestigation. Some things have changed with OPM management issues.
When I hired for people as a need, it is always already cleared people who get preference. Then the skillsets they bring. It’s really a recruiting issue more than anything.
