Got a random email from a supposed Amazon recruiter for a SDE position (which is not at all a fit). The email is amazon.com domain and there are no red flags in the body but it doesn't feel like an Amazon recruiter due to the tacky signature, etc. Has anyone seen this kind of cold-calling from FAANG recruiter?

I recently just turned down an offer from Meta, but it wasn't for a programmer position. It's important to apply for *something* so they have your resume. The way I was contacted about an opening was because they had a copy of my resume from 2-3 years ago.

Meta gets a lot of applications. Try to get a referral.
But be open to other tech firms , startups and not just the big ones. Tech likes to hire from tech. So it will help that you spend some time in tech industry. Not saying consultants don’t get hired, but your likelihood will be higher with another tech firms on your resume as oppose to a consulting firm.
In this environment, you are up against a lot of talent. So be realistic
Edit : on LI see if you can filter profiles that are ex B4 but now work at Meta. Good to do an outreach to them as well

Get a referral if you can and ask anyone in your network who works at Meta about the interview process. Being a SWE at a company like Meta is a whole different ball game than somewhere like EY, but still worth trying imo.
