When I started, 20 years ago, I was “copywriter” until I became “ACD”.
Junior/Intermediate/Senior wasn’t really a thing. The titles are 100% meaningless. ACD is also meaningless now because the title is seldom accompanied by new responsibilities.
When I am hiring, I look at people’s years of experience and their portfolios, we talk about their responsibilities, and I decide how senior they are based on that — because titles mean different things in different places.
As long as you are getting paid as much as you think you deserve, and getting the opportunities you need to keep growing, there’s no need to get hung up on job titles.
What they’re doing is hiring juniors and paying them junior salary but giving them a straight copy/ art title so they can bill the client for mid-level creatives and pocket the difference as profit.
