I have friends working in Asia rn. They say work culture is 9am to 12am every weekday, every week, without fail because of the Asian power distance culture. Is this true even at agencies? Or worse?

Company x offered me 9 LPA
Company y offered 11 LPA

I want to join company x more due to their tech stack, culture etc. It's also an established product based company while y is service based.
How do I initiate negotiations with x? I have plenty of time left in notice, but x also requested to join early (if previous company releases, with buyout+bonus) for which I have discussions next Wednesday.

Is moving from Seattle worth it? I've heard the freeze is still in affect in Portland but I'm more worried about prices. I WFH mostly and pull down like 120k a year, Seattle is getting crazy expensive rent wise and crazy full. I'd like to find somewhere new but stick to the PNW.
