By default, when you submit your resignation, it will auto calculate the 90 days and display the last working day.
But there will be an option to select the requested reliving date which you can mention.
It completely depends on HR, they can ask to serve complete notice period or they can approve the date which you requested as well.

The main problem I see in your case is, your billing status is Billed, even though technically you haven't started working, HRs don't see this.
One thing you can try, if you are completely sure of moving out from the organization, you can ask your manager to move you to the bench. Once you're in bench, you can get release within a week

I want to get out of ID so badly. I don’t mind the work but the hours are just killing me. I just started at a new firm less than 6 months ago and I am already desperate to get out.
