Act your wage.
They have you playing manager but not paying you as manager and your coworker (bc he’s not truly your direct report) sees you as what you are, not his manager. These companies will run you dry on promises they never really intend to fulfill.
Spruce up your resume and list out all of your managerial duties and start applying for positions that fit your proven skill set
I'll add that the fact that your manager "unofficially" assigned people to you, didn't make it official, and then told you when the guy has an issue with it is pretty telling that they may also not a very experienced/good manager. To set you up for success, they could have either made it official in the org chart, or at least modeled it, e.g. telling the team you are leading X project and will be making all decisions and briefing on progress, perhaps thanking the team for their work based on positive updates that you've already been able to convey, etc.
Your manager is at minimum not recognizing they failed to give direct coaching and instruct the complainer to speak to you directly vs sharing something the guy likely shared in confidence. At worst, they don't think you're ready and are baiting you into thinking the same, because look there's already trouble. You can try to wriggle out of it if you want to prove you can manage, but recognizing you haven't been set up for success and addressing that part with your manager should be a top consideration, not just how to get along with Mr Crankypants.
I think I have been truly supportive of this person (who has made some rifts with other members on the team…even our true boss) and am patient with them. I do like them as a person and a colleague and have even defended them when other people have talked poorly about them.
I have been trying so hard to make manager because I have the skill set, I put in the work, I just don’t have the salary or title to match. Getting frustrated
