I cleared all the interview rounds in paypal in sep-oct

HR discussed the job location, compensation etc.
I provided salary slip and offer letter for my current organization.

Then for a month they ghosted me for further updates
Now HR mentioned that The position is on hold because of some business changes. Will let me know once it is open again.
It was a process of around 2 months.. That time no one mentioned this thing. How come they waste someone's time and efforts.
Does anyone faced similar?

Curious to hear how others create a SOW for a video where the concept isn’t created yet. e.g. a startup asks for a proposal/estimate for a 60-second brand video with little input and a vague budget range. We’ll create the concept and produce it. My Co. seems to have challenges with getting the SOW right: either goes very basic or doesn’t scope enough because creative development is baked in but eats up time. How do you do it?

Am I being paid competitively? I have been the Onboarding Sup for my HR dept for over a year now and I’m being paid the state min for salary, which for CA is 62,400. I have not gotten a merit raise since the last 2 January’s, the state raises the threshold for salary folks. My company says that was my raise. Is this right?
